The Berlin Senate Department for Health, Care and Gender Equality ("Senatsverwaltung für Gesundheit, Pflege und Gleichstellung") has developed a model for standardised operational planning for crisis management.

A single card, Gijon’s Citizen Card, allows Gijon's citizens to pay their bus fare, hire a bike and take out a library book. Today, 250,000 of Gijon’s citizens – 80% of the city’s population - carry this card, unlocking services and facilities across the city.

The Caracas Metrocable re-connects a poor hillside neighbourhood with the city focusing on social infrastructure and community development.

In 2008, the City of Gwangju has initiated a program to spark voluntary carbon-saving steps by citizens. Five years later, 1.5 million Gwangju citizens were already participating or 62 percent of the city’s population.

In 2010, the cities of the Helsinki Metropolitan Area began sharing public data for anyone to use freely. These open datasets, available through a web platform (www.hri.fi), make it possible for citizens to develop applications and follow public decision making.

This program focuses on a change of culture and the way of considering citizens and political agencies.
