Friedemann Walther, Head of the Civic Engagement and Democracy Department of the Senate Chancellery of Berlin and author of the essay on the use:topic “New Urban Democracy” explains why the City of Berlin sees itself as having a special responsibility to promote civic engagement and encourage the participation of all citizens and beleives both of these actions are a prerequisite for a vibrant democracy.
