SDG Localization in Europe and Central Asia

The report SDG Localisation in Europe and Central Asia: Guidelines to Support Subnational Development Planning and Budgeting by the FAO and UNDP offers a comprehensive framework to help local authorities and stakeholders integrate the Sustainable Development Goals (SDGs) into their subnational planning and budgeting processes. It emphasises the importance of tailoring the global SDGs to the unique contexts of subnational regions to effectively address local needs and capitalise on specific opportunities.

The report provides an analytical overview of how decentralisation and subnational decision-making are currently practiced in Europe and Central Asia, highlighting existing challenges and showcasing examples of successful SDG localization initiatives. It stresses that while many countries have incorporated SDGs into their national agendas, there is often a disconnect at the subnational level where national priorities may not align with or adequately address local issues.

To bridge this gap, the report advocates for a participatory approach that engages local stakeholders at every step. This ensures that the SDGs are not just top-down impositions but are meaningfully integrated into local policy and practice, reflecting the unique socio-economic and cultural landscapes of subnational regions. By doing so, the report aims to advance the 'leave no one behind' principle, ensuring equitable and inclusive development at all levels of society.
