National Urban Policy Programme evaluation report

UN-Habitat’s Policy, Legislation and Governance Section (PLGS) is one of five sections of the Branch and supports national and subnational governments and other partners through the development and dissemination of knowledge, capacity building, conducting policy dialogues and providing advisory services on, inter alia, urban policy, legislation, governance, metropolitan management, and urban-rural linkages.

The challenges and opportunities presented by urbanization are motivations to both promote and strengthen urban policy. Effective planning of urban development, coordinated through national urban policy, provides a basis for ameliorating the effects of economic disadvantage, climate change and sustainability, and can promote a more equitable and inclusive society.

This report provides the outcomes of an evaluation of the National Urban Policy Programme (NUPP) since 2014, undertaken in 2020 and 2021 by RMIT University. The methods and approach used to undertake the evaluation were founded in the Theory of Change, which is focused on the impact of policy given the goals, inputs and actions related to its implementation.
