Service provision for newly arrived migrants and refugees

The 2030 Agenda for Sustainable Development recognizes migration as a core development consideration, which is the first time migration has been integrated into the global development agenda.

The primary reference to migration is made in SDG 10 “Reduce inequality in and among countries”, with Target 10.7 issuing a call to “facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies.”

Local governments have an important responsibility in facilitating the settlement of newly arrived migrants and refugees by implementing programmes and policies that welcome migrants and refugees into the community, uphold human rights, demonstrate compassion, encourage cultural and religious diversity in the community and engage in actions to promote multiculturalism and inclusion.

Below are 5 programmes on the use platform being implemented by local governments to support migrants and refugees:

 

Migrant Access Project – Leeds, United Kingdom

Home to over 140 ethnic groups, Leeds has a rich multicultural heritage, with migrants contributing to the social, cultural and economic life of the city. Leeds City Council is addressing migration issues by developing a compassionate city sustained by a strong economy. The Migrant Access Project builds community relationships so citizens and service providers can learn from each other and work together to find solutions to issues around settlement.

Judendcollege: training and education for young migrants - Vienna, Austria

Following a growing intake of refugees in Vienna in 2015, the city government developed the initial concept of Jugendcollege with the Department for Integration and Diversity and in collaboration with several educational institutions. The overall objective of the programme is to give recently-arrived young migrants the best possible opportunity to join the Austrian education and training system.

FORTES: strengthening care and integration of internally displaced persons – Caqueta Department, Colombia

The FORTES programme is improving care for internally displaced persons as well as assisting with their social and economic integration. The programme is designed to help victims of the continuing armed conflict and other disadvantaged groups gain access to legal employment contracts by providing training and facilitating contact with employers.

Integration Facilitators program for disadvantaged neighbourhoods – Berlin, Germany

The City of Berlin has implemented an innovative programme that provides training for unemployed women to work as mediators who facilitate the integration of newly arrived families in local neighbourhoods. The premise of the programme is, the people best able to help women immigrants to navigate their new communities are those who have shared similar experiences.

Building social cohesion in the Badr Nazzal district – Amman, Jordan

Since 2013, and more recently in 2016, the influx of Syrian migrants to Annam has significantly increased. The growth of these refugee communities has increased pressure on municipal infrastructure and public services. To combat this, the Greater Amman Municipality is using a social cohesion approach to established programmes to provide social, cultural and economic opportunities for refugees.
