The City-to-City Partnerships to Localise the Sustainable Development Goals report is a joint initiative of the OECD and the European Commission.

This report explores the critical role of city-to-city partnerships and decentralised development cooperation (DDC) in advancing the Sustainable Development Goals (SDGs) and addressing global challenges, including the aftermath of the COVID-19 pandemic. It examines the conditions necessary for effective city partnerships and evaluates current monitoring and evaluation practices.

A key contribution of the report is the proposal of a comprehensive monitoring and evaluation framework specifically designed for city-to-city partnerships focused on localizing the SDGs. This framework combines self-assessment tools with SDG indicators, aiming to measure progress in urban partnerships working towards the 2030 Agenda and their alignment with the G20 Rome High-Level Principles.

The report also presents insights from pilot testing this new framework and discusses its policy implications. It concludes by offering recommendations to enhance the sustainability, transparency, and accountability of city-to-city partnerships, emphasizing the importance of shared responsibility across different levels of government and stakeholders.
