Berlin Urban Nature Pact

The Berlin Urban Nature Pact is a global alliance of cities committed to implementing biodiversity goals at the local level. By 2030, signatory cities will launch concrete actions, projects, and processes to achieve these goals.

The Pact, initiated by the City of Berlin, seeks to halt and reverse biodiversity loss in cities worldwide by 2030, putting nature on a path to recovery for both people and planet. It builds upon existing commitments, including the Edinburgh Declaration  (2020) and Montreal Pledge (2022), while implementing the Kunming-Montreal Global Biodiversity Framework and the renewed Plan of Action on Subnational Governments, Cities and Other Local Authorities for Biodiversity (2023-2030).

The Pact was created through eight consultation workshops in 2022/2023 with the participation of interested cities from across the globe, establishing seven target areas that cover key topics of biodiversity action:

1. Education and nature experience

2. Species and habitats

3. Co-habitation

4. Green infrastructure and ecosystems

5. Blue infrastructure and water management

6. Soil health

7. Food and agriculture

Signatory cities commit to implementing at least 15 of the 28 targets across all seven target areas by 2030, leading the way toward a nature-positive urban century. They must develop an action plan within one year and adhere to the Pact's Implementation Principles - including commitment, policy frameworks, joint learning, co-creation, environmental justice, and monitoring. Cities benefit from peer exchange through networking, monitoring, and events, facilitated by the Pact Coordination Office.
